Joe Biden made a habit of this. This went on for many years. Now there are notebooks involved. But we are not told about this when it counts, such as November when the FBI scoured the Biden offices for material he had illegally or carelessly stored.

Follow the timeline: If Attorney General Merrick Garland says the FBI made an assessment on November 9th, then they knew about this before the election. It’s possible that they found additional documents, because on November 14th, a U.S. attorney was put in charge of this. Here’s another take on the Journal exclusive:
